February 21, 2012
The Poinsett County Library Board of Trustees met February 21, 2012 at 4:30 p.m. at the Poinsett County Library in Harrisburg. In attendance were Johnita Faulkner, Harrisburg; Mary Norris, Weiner: Patsy McClain, Lepanto; Linda Hinton, Tyronza; Joan Thompson, Marked Tree; Phyllis Burkett, Regional Library Director; and Angie Lacy, Administrative Assistant.
The meeting was called to order by Chairperson Patsy McClain. A motion was made by Mrs. Norris to accept the minutes from the October meeting. Ms. Faulkner seconded the motion. Motion carried.
The financial reports for the end of the year were reviewed. Mrs. Hinton made the motion to accept the financial reports, Mrs. Norris seconded the motion. Motion carried.
Mrs. Lacy was asked to meet with the County Judge secretary to get a new quote for the building insurance.
Mrs. McClain’s term will expire July 2012. Mrs. Guanna Combs has been recommended as a replacement.
Mrs. Hinton had questions about how the Marked Tree and Lepanto lease agreements were developed. Ms. Burkett explained that during that time Marked Tree and Lepanto were in dire need of new buildings because of the conditions of the old ones. Rural Development made the loan, and grant available to the libraries. Mrs. Lacy will look over the minutes during 1996 through 1998 for more detailed information. Looking over 2011 financial funds, the County Library system spent $8,690.00, which is more, than revenues received. Mrs. Thompson informed the board that the Friends of the Library does not have enough funds to pay off the existing loan, but, could possibly pay the $20,000.00 yearly lease payments.
Mrs. Norris made the motion for Mrs. McClain to provide reports such as, a copy of the current audit, USDA remaining balance, debt reserve amount, and the interest rates, to the County Library Board Members, and have them available for the July 2012 meeting. Ms. Faulkner seconded the motion. Motion carried.
Both Craighead and Poinsett Boards will meet March 15th at the Jonesboro Public Library. The following items will be on the agenda: long range planning; five things the Library Board of Trustees would like to see in your library during the next five years.
Mrs. Thompson requested the next regular Poinsett County Library Board
meeting to be held at the Marked Tree Public Library. The date has been set for April 17, 2012 at 4:30pm. A motion was made by Mrs. Hinton to adjourn, seconded by Ms. Faulkner. Motion carried.

April 17, 2012
The Poinsett County Library Board of Trustees met April 17, 2012 at 4:30 p.m. at the Marked Tree Public Library. In attendance were, Mary Norris, Weiner: Patsy McClain, Lepanto; Joan Thompson, Marked Tree; Phyllis Burkett, Regional Library Director; and Angie Lacy, Poinsett County Library.
The meeting was called to order by Chairperson Patsy McClain. A motion was made by Mrs. Norris to accept the February minutes. Mrs. Thompson seconded the motion. Motion carried.
The financial reports for the end of the year were discussed. There are two CD’s that will mature July 2012. Mrs. Lacy will request that these be cashed in, with interest. Mrs. Lacy will check on investing a new CD for $30,000.00 for 12 or 18 months, and, one for the total millage collections that will be collected by the end of June, for 6 or 12 month investment.. Mrs. Thompson made the motion to accept the financial reports. Motion was seconded by Mrs. Norris.
Mrs. McClain’s term ends July 2012. Mrs. Norris made the motion to ask the County Judge to appoint Mrs. Guanna Combs as her replacement. Mrs. Thompson seconded the motion. Mrs. Lacy will submit a letter to the County Judge’s Office requesting this appointment be presented at the next Quorum Court Meeting. Mrs. McClain will be present in the July meeting to be honored for her service to the Board.
Mrs. Thompson made a motion to give Ms. Burkett the authority to purchase a TTY machine for the branch employee, Valerie Riley at the West Memorial Library in Weiner, but, not to exceed the cost of $500.00. Mrs. Norris seconded the motion.
Vice President, Mary Norris will fill in for Mrs. McClain’s position as Chairperson until new officers are elected in October. Mrs. Norris and Mrs. Thompson are on the Nominating Committee.
A motion was made by Mrs. Thompson to adjourn, seconded by Mrs. Norris. Motion carried.

July 17, 2012
The Poinsett County Library Board of Trustees met Tuesday, July 17, 2012 at the Goldsby Public Library in Lepanto. Attending the meeting were Phyllis Burkett, Director Crowley Ridge Regional Library; Patsy McClain, Lepanto; Joan Thompson, Marked Tree; Linda Hinton, Tyronza; Guanna Combs, Lepanto; Mary Norris, Weiner; and Angie Lacy, PCL.
Mrs. McClain called the meeting to order at 4:30 P.M. A plaque was presented to Mrs. McClain for her years of service to The Poinsett County Library Board, her replacement; Mrs. Combs was introduced, and welcomed.
The April 17, 2012 minutes of the last regularly scheduled meeting were approved as mailed. Motion was made by Mrs. Norris, seconded by Mrs. Hinton to accept the minutes. Motion carried.
The financial reports for the 2nd quarter were reviewed, and discussed. Mrs. Thompson made the motion to accept the financial reports. Mrs. Norris seconded the motion. Motion carried.
Mrs. Thompson presented a USDA report with the amount of the debt reserve of $51,918.63. All reports presented will be inserted in next month’s meeting, which includes the final payoffs, for each of the buildings.
The nominating committee recommends Mrs. Mary Norris, President, and Ms. Johnita Faulkner, Vice President. Mrs. Thompson made the motion to accept the recommendations, seconded by Mrs. Hinton. Motion carried. Officers will be elected during the October meeting.
The Poinsett County Library Board members will be attending a training session to review the DISC Profile that each of them has already taken. Each member received an e-mail with a password, with directions from Mr. Jim Corter. This meeting will take place at the 1st Christian Church in Jonesboro at 2600 Casey Springs Road July 26th.
The next Poinsett County Library Board meeting will be 4:30 PM., Monday October 08, 2012 at the Poinsett County Library. Mrs. Combs made the motion to adjourn, seconded by Mrs. Thompson.

The Poinsett County Library Board of Trustees met February 11, 2013 at 4:30 p.m. at the Poinsett County Public Library in Harrisburg. In attendance were Guanna Combs, Lepanto, Linda Hinton, Tyronza; Joan Thompson, Marked Tree; Mary Norris, Weiner; and Angie Lacy, Administrative Assistant.
The meeting was called to order by Chairperson Mary Norris. A motion was made by Mrs. Hinton to accept the October 2012 minutes. Mrs. Thompson seconded the motion. Motion carried.
Mrs. Lacy reported that the water issue has been resolved. $4,310.00 was taken from the 2012 budget for repairs that included; removing asphalt, installing a French drain, and water proofing the building. Gutters were installed for $443.00 and, will be taken from the 2013 budget funds. The total cost for repairs; $4,753.00. Mrs. Lacy was asked to have carpet replacement bids available for the April 8th meeting.
The end of the year financial reports was reviewed. This report included the millage collections received for 2012. Millage monies were up $9,220.00 from last year’s amount. Mrs. Thompson made the motion to accept the financial reports. Mrs. Combs seconded the motion. Motion carried.
Ms. Burkett and Ms. Johnita Faulkner met January 4th with Jeremy Wright of “Wright Air”. One of the three heating units has quit working at the Poinsett County Library in Harrisburg. Mr. Wright explained that all three units would need to be replaced at the same time because of age difference. Total funds to be expected for all repairs are $15,750.00. Extra funds should be budgeted for 2014. It was noted that the $50,000.00 C.D. that has been set aside for emergencies, has earned $10,180.00 in interest. Mrs. Norris recommended getting another bid before the repairs are done.
The next Poinsett County Library meeting will be April 08, 2013. Meeting was adjourned.

April 08, 2013
The Poinsett County Library Board of Trustees met Monday, April 08, 2013 at the Poinsett County Library in Harrisburg. Attending the meeting were Phyllis Burkett, Director Crowley Ridge Regional Library; Johnita Faulkner, Harrisburg; Mary Norris, Weiner; Joan Thompson, Marked Tree and Angie Lacy, PCL.
A brief retirement reception was hosted by the Poinsett County Library Board Members in honor of Ms. Phyllis. She has served 33 years as Library Director. Former board member Donnie (Buzzy) Faulkner attended the reception. Mrs. Norris called the meeting to order at 5 P.M. Ms. Faulkner made the motion to accept the February 11, 2013, minutes; Mrs. Thompson seconded the motion; Motion carried.
The financial reports for the first quarter were reviewed. The Poinsett County Treasurer, Mrs. Tammy Stanford met prior to the meeting to explain the County Treasurer’s 2% commission fee that has recently been added to all income. This fee is to help with the expenses in the Treasurer’s office. If any excess commission fees are left at the end of the year they will be refunded to the libraries regular account. The Capital Improvement account has not had any activity for several years, and has a balance of $170.86. Mrs. Thompson made the motion to close out the Capital Improvement account and request that the $170.86 be placed in the regular account. Mrs. Faulkner seconded the motion; Motion carried. Mrs. Burkett suggested that Mrs. Lacy withhold the deposits until the end of each month. This will cut down on all the transactions that would have to be kept up with. The funds to be deposited will be locked in the safe.
The $50,000.00 Certificate of Deposit will mature September 2013. Mrs. Thompson made the motion to use the interest earned for the repairs on the heating unit. Ms. Faulkner seconded the motion; Motion carried. The interest received from the CD’s will be placed in the regular account to compensate the additional funds that will be needed for the repairs to the heating unit. Mrs. Lacy will contact Wrights Air for a formal bid, and get one more outside bid. A called meeting will be scheduled when bids have been turned in. Hopefully HVAC can begin work in September or early October.
Carpet bids were submitted from four contractors. The two bids that are being reviewed are from Ridout and Rob Robison. Ridout included in their bid that they would move all furniture and shelves with 13X13 tile placed in the entry & behind the circulation desk for $9,467.00. Rob Robison’s bid for $10,958.00 included moving all furniture, except the shelves, and included 18X18 tiles in the entry & behind the circulation desk. Ms. Phyllis explained that we could borrow the stack mover equipment from the Central Library in Little Rock Arkansas. The Poinsett County Judge would have to provide a truck and driver to pick up the equipment and return them. Ms. Phyllis will get some additional information about the stack movers and call Snider Environmental about setting a date to check for asbestos. More discussion will be included in the called meeting.
Mrs. Thompson’s term expires, July 01, 2013. Mrs. Thompson recommended Marolyn Robbins Guarr. Mrs. Lacy will submit a letter to the County Judge’s Office requesting this appointment be presented at the next Quorum Court meeting.
A special called meeting will be held June 20, 2013, at 5:15PM in the round room at the Jonesboro Public Library to discuss, carpet bids, and the heating unit bids.
The next regular scheduled meeting will be July 15, 2013, at 4:30PM, at the Poinsett County Library in Harrisburg.

June 20th 2013
The Poinsett County Library Board of Trustees met June 20, 2013 at the Jonesboro Public Library for a called meeting. The purpose of meeting was to make decisions for carpet and heating/air proposals. Attending were: Johnita Faulkner, Harrisburg; Linda Hinton, Tyronza; Joan Thompson, Marked Tree; Phyllis Burkett, Regional Library Director; Angie Lacy, Administrative Assistant, and David Eckert, Library Director.
In 1998 carpet was placed over the existing tile at the Harrisburg building. To install new carpet, the old carpet must be removed. The existing carpet had been glued to the tile squares, so a test square was sent to check for asbestos; the test results were positive. A quote from Justin Dixon; Snyder Environmental was received for the removal of asbestos in the amount of $9,480.00. Mr. Eckert suggested moving the furniture and the equipment to the Annex Building across the street, and if necessary rent a U-Haul truck to cut the cost of expenses for Poinsett County. The Computer equipment will be sent to the Jonesboro Public Library. Poinsett County will provide Trustees to help move furniture, and extra help can be provided from the Jonesboro Public Library staff if necessary. Snyder Environmental will take two days to complete the asbestos removal.
Two quotes were received from Bob Robison of Jonesboro for carpet removal at a cost of $1320.00. This charge will be removed because Snyder Environmental itemized this on their quote.
Quote for ½ carpet squares and ½ broadloom; $10,810.00
Quote for all carpet squares: 401 yards @ $25.55 Total cost approximately $11,800.00
A bid was submitted for a heating unit replacement from Kevin’s Heating & Air of Jonesboro in the amount of $15,035.00 plus tax. Kevin assured us that the work would be done in a timely manner, and the worst case scenario would take no longer than two weeks, and estimating 3-4 days without air. No deposit would be required. The old heating unit could be removed prior to installing the new carpet.
Ms. Hinton made the motion to accept Snyder Environmental for the asbestos removal in the amount of $9,480.00. Ms. Thompson seconded the motion, none opposed.
A motion was made by Ms. Thompson to accept Kevin’s Heating & Air quote in the amount of $15,035.00, seconded by Ms. Hinton, none opposed.
A motion was made by Ms. Hinton to accept the quote for 401 yards of carpet squares @$25.55 per yard = $11,218.55 Mrs. Thompson seconded the motion, none opposed.
Mrs. Hinton made the motion to cash the $65,000.00 CD plus interest into the regular checking account when it matures July 2013, and request the Capital Improvement CD valued at $60,359.00 at 1st Delta be appropriated into line item 3011; building/Improvements when it matures September 21, 2013. Mrs. Thompson seconded the motion. Motion carried.
Meeting was adjourned; the next regular scheduled meeting will be Monday, July 15, 2013 at the Poinsett County Library in Harrisburg at 4:30PM.

Mrs. Norris called the meeting to order at 4:30 P.M. Mrs. Hinton made the motion to accept the October 2013 minutes, Mrs. Guarr seconded the motion. Motion carried.
The financial reports on the expenses, and income for the 4th quarter were reviewed. The current CD in the amount of $30,000.00 will be renewed at best interest. It may be possible to invest another CD for the amount of millage collections that that will be collected by the end of June. A motion was made by Mrs. Hinton to accept the financial reports, seconded by Mrs. Guarr. Motion carried.
Mrs. Norris will make a recommendation for her replacement at the next scheduled meeting in April. Mrs. Norris term ends July 2014.
David Eckert is working on getting Ancestry.com at the Harrisburg location. This will allow patrons free access to this database within the building.
Nancy Dobbins and Angie Lacy are in the process of applying for E-Rate, (discount on phone services) with the online assistance from the coordinator at the Arkansas State Library.
Mrs. Combs made the motion to dismiss, Ms. Faulkner seconded the motion.
The next scheduled meeting will be April 21, 2014 at 4:30PM.

The Poinsett County Library Board of Trustees met April 21, 2014 at 4:30 PM at the Poinsett County Library in Harrisburg. In attendance were Johnita Faulkner, Harrisburg; Marolyn Guarr, Marked Tree; Guanna Combs, Lepanto; David Eckert, Regional Library Director; and Angie Lacy, Administrative Assistant.
The meeting was called to order by Vice Chairperson Johnita Faulkner. A motion was made by Mrs. Combs to accept the February minutes. Mrs. Guarr seconded the motion. Motion carried.
The financial reports for the second quarter were reviewed and discussed. Mrs. Guarr made the motion to accept the financial reports. Mrs. Combs seconded the motion. Motion carried.
Angie Lacy; Harrisburg, and Donna Vickers; Lake City, both applied for General Improvement Grant recently. Harrisburg’s was denied, however Lake City has been awarded $6,000.00 for a new heating & air unit.
A new program will be instated for the teens at Harrisburg this summer. Mrs. Stacy Bell Sloas, and Ms. Faulkner has applied for a fitness grant focusing on young adults. Harrisburg has received a check for $1,000.00 toward this project.
Ms. Burkett gave each member a print out with a list of categories to be used to measure library service. She requested that each member take time to place a value on each category, based on 100 points according to importance. The list included: People count, Circulation, Programming, Computer users, Technology, and New patron registrations. Additional categories can be added, by the Board members.

The Poinsett County Library Board of Trustees met August 18, 2014 at 4:30 PM at the Poinsett County Library in Harrisburg. In attendance were Johnita Faulkner, Harrisburg; Marolyn Guarr, Marked Tree; Judy Rennicke, Weiner; Linda Hinton, Tyronza; Mary Norris, Weiner; David Eckert, Regional Library Director; and Angie Lacy, Administrative Assistant.
The meeting was called to order by Vice Chairperson Johnita Faulkner. A motion was made by Mrs.Guarr to accept the minutes from the April meeting. Mrs. Rennicke seconded the motion. Motion carried.
The financial reports for the second quarter were discussed. The list of expenditures on page 3; beginning with postage should be dropped down by one column. Postage expense should be Internet; Travel expense should be Advertising; Building Insurance should be Electricity, and Electricity expense should be the Building Rentals. Totals for each column are correct. A CD investment was discussed, and decided to wait until the next regular scheduled meeting to make a decision. Mrs. Hinton made the motion to accept the financial reports with corrections, Mrs. Guarr seconded the motion. Motion carried.
Due to health reasons, Mrs. Guanna Combs has submitted her letter of resignation. Mrs. Kathy Hunt from Lepanto has been recommended to fill that position. Mrs. Hinton made the motion to accept this recommendation, Mrs. Guarr seconded the motion. Motion carried.
Repairs are currently being made to the Weiner building, due to the air unit leaking water on the floor area. Mrs. Rennicke will check to make sure that the City of Weiner is taking care of the expenses.
Every month a supervisor visits each branch to discuss problems/issues that the branch librarians may have. During these visits the supervisors takes notes of the meetings, and evaluations reports are submitted to Mr. Eckett about each visit. These evaluations will be shared with the Library Board Members.
Mrs. Faulkner welcomed Mrs. Judy Rennicke to the Poinsett County Board and presented Mrs. Mary Norris a plaque for her 10 years of service to the Library Board.
Mrs. Hinton made the motion to combine the Poinsett County Board meetings
A motion was made by Mrs. Thompson to dismiss the meeting. The motion was seconded by Mrs. Hinton.

The Poinsett County Library Board of Trustees met Monday, October 20, 2014 at the Poinsett County Library in Harrisburg. Attending the meeting were David Eckert, Director Crowley Ridge Regional Library; Linda Hinton, Tyronza; Johnita Faulkner, Harrisburg; Judy Rennicke, Weiner; Marolyn Guarr, Marked Tree; Cathy Hunt, Lepanto; and Angie Lacy, PCL.
Ms. Faulkner introduced Mrs. Cathy Hunt, and welcomed her to the Library Board.
Ms. Faulkner called the meeting to order at 4:30 P.M. Mrs. Hinton made the motion to accept the August 18, 2014 minutes, seconded by Mrs. Hunt. Motion carried.
The 3rd quarter reports were reviewed and discussed. Millage collections for the past 6 years were compared with amount of expenses. The report showed the income is less than the spending. One CD is currently invested, valued at $30,572.00. A motion was made by Mrs. Guarr to accept the financial reports, seconded by Mrs. Hinton. Motion carried.
The Marked Tree and Lepanto rental agreements are up for renewal. This is an annual contract and can be opt out if funds are not available. Mrs. Hinton made the motion to accept the lease agreements, seconded by Mrs. Guarr. Motion carried.
The 2015 proposed budget were reviewed. The Library Board of Trustees carefully looked over funds available in order to give deserving librarians a salary increase. An option that was considered was to cut the book material budget in order to increase the salaries. Mrs. Hinton made the motion to accept the 2015 proposed budget with no salary increases, seconded by Mrs. Hunt. Motion carried.
Mrs. Hunt recommended electing, Ms. Faulkner to serve as chairperson, Mrs. Guarr seconded the motion. Mrs. Rennicke recommended electing, Mrs. Hinton as Vice Chairperson, Mrs. Guarr seconded the motion. Motion carried.
Mrs. Guarr made the motion to adjourn by acclamation, Mrs. Hinton seconded. Motion carried.

March 12, 2015
At 4:30 p.m. on Thursday, March 12, 2015, in the Civic League Room of the Jonesboro Library, the Poinsett County Library Board of Trustees was called to order by Chairperson, Johnita Faulkner. In addition to Ms. Faulkner, those present were David Eckert, Director Crowley Ridge Regional Library; Linda Hinton, Tyronza; Cathy Hunt, Lepanto; Judy Reinnicke, Weiner; and Marolyn Robbins-Guarr, Marked Tree. Angie Lacy was absent because of health reasons.
There having been no February meeting, Ms. Faulkner opened the session by reading minutes of the October 20, 2014 meeting, with clarification that a seemingly “out of date” meeting schedule was indeed correct, the minutes were unanimously approved; Mrs. Hunt making the motion, seconded by Mrs. Hinton.
Following the examination and a brief commentary on the rollover amount at the 2014 ending balance, members approved the financial report; Mrs.Robbins- Guarr making the motion, seconded by Mrs. Hunt.
Mr. Eckert passed around the assessment reports on the Poinsett County libraries prepared by various main branch employees. Members engaged in a discussion of the handout contents, especially those concerning the Lepanto library. Focusing upon improving the situation there, members and the regional director concluded that a good approach would be to set up an interim improvement plan with specific goals that must be met and then maintained. Mrs. Rennicke made the motion to accept this plan, Mrs. Hunt seconded. Motion passed.
Ms. Faulkner informed the members of two requests being made by Ms. Lacy; that the Board votes to allow permission for the following during Ms. Lacy’s health leave of absence.
1. That Cindi Dixon signs the time sheets.
2. That Mildred Traynom signs the warrants/affidavits.
Members voted to grant both requests. Mrs. Robbins-Guarr made the motion, seconded by Mrs. Hunt.
With May 14th, 2015 being named as our next meeting date, the meeting was adjourned.
Although no formal thanks were delivered, there were many informal thanks and much teasing expressed to Mr. Eckert for the refreshments he provided for our enjoyment.

The Poinsett County Library Board of Trustees met Thursday, May 14, 2015, in the Round Room of the Jonesboro Public Library. The meeting was called to order at 4:30PM. Attending the meeting; David Eckert, Director Crowley Ridge Regional Library; Linda Hinton, Tyronza; Cathy Hunt, Lepanto; Judy Reinnicke, Weiner; and Marolyn Robbins-Guarr, Marked Tree. Johnita Faulkner, Harrisburg; and Angie Lacy, P.C.L.
A motion was made by Mrs. Reinicke to accept the minutes of the last regular business meeting, seconded by Mrs. Hunt. Motion carried. Mrs. Robbins-Guarr made the motion to accept the special meeting minutes. Mrs. Hunt seconded. Motion carried.
The Library position has been filled for the Goldsby Public Library in Lepanto. The hiring committee chose, Candace Wong of Lepanto. Mrs. Robbins-Guarr made the motion to increase her pay to $9.00 per hour after her 3 month probation period, and will re-evaluate at the end of the year, seconded by Mrs. Hinton. Motion carried.
The 1st quarter financial reports were reviewed. Mrs. Hinton made the motion accept them, seconded by Mrs. Reinicke. Motion carried.
Mr. Eckert reported how the state aid cuts would affect the Crowley’s Ridge Library more so than the Poinsett County Libraries; for example, if CRRL materials book budget were to be decreased, the amount would be doubled due to the materials book budget being a matching fund.
A plaque was presented to Ms. Johnita Faulkner for her 10 years of service. She has served on the Library Board from 2005 to 2010. She will be greatly missed.

The Poinsett County Library Board of Trustees met August 13, 2015 at the Jonesboro Public Library. Members introduced themselves to Mr. Faulkner, and welcomed him as a new member of the board.
The meeting was called to order by Chairperson Linda Hinton. Mrs. Hunt made the motion to elect Mrs. Hinton as President of the board. Mrs. Guarr seconded the motion. None opposed. A motion was made by Mrs. Hunt to elect Mrs. Rennicke as Vice President, seconded by Mrs. Guarr. Motion carried.
Mrs. Guarr made the motion to accept the May 14, 2015 minutes. Mrs. Hunt seconded the motion. Motion carried.
The second quarter financial statements were reviewed and discussed. Mr. Eckert reminded the board that minimum wage was due to increase. The substitute’s salary per hour needs to be reviewed at the October meeting for 2016 budget. Mrs. Hunt made the motion to accept the financial reports. Mrs. Rennicke seconded the motion. Motion carried.
Mrs. Hunt informed the members that the copier at Lepanto is in need of repairs. Mrs. Lacy was instructed to call Forrest Office Machines in Jonesboro to see if the copier is worth repairing. There’s a broken window at Lepanto that needs to be replaced. Mrs. Hunt was asked to contact the Lepanto Friends group for the repairs.
Mrs. Guarr reported on the success of the children’s summer program at the Marked Tree Library, and credited the outstanding numbers that attended to Fran Bell. The Marked Tree Friends of the Library hired some help to assist Fran with keeping the library clean.

The 2016 proposed budget was reviewed. The Library Board of Trustees carefully looked over funds available. The past two years salaries have remained the same due to unexpected repairs. With the amount of carryover of $22, 000.00, Mrs. Guarr made the motion to accept the budget proposal which includes raising the extra help rate to $8.50; raising Candace Wong’s rate to $9.50 per hour; and giving a 3% increase to the other three full time employees. Mrs. Hunt seconded the motion. None opposed. Motion carried.
Mr. Eckert suggested investing another CD, possibly $10,000.00 or more, depending on the end of year balance.

The 4th quarter reports were reviewed and discussed. Members will discuss the possibility of investing a CD at a later time. Mrs. Hunt made the motion to approve the financial reports. Mrs. Guarr seconded the motion. Motion carried.
Mr. Eckert supplied each member a copy of the Craighead County Jonesboro Public Library Employee Handbook. He asked us to review the handbook and see if this handbook could be adopted to include Poinsett County Libraries. Changes can be made to modify contents that do not apply to Poinsett County.

Mrs. Hinton called the meeting to order at 4:30Pm at the Jonesboro Public Library. Mrs. Hunt made the motion accept the February 11, 2016 minutes, and the Called meeting that was held March 31, 2016. Mrs. Guarr seconded the motion. None opposed.
The financial reports for the first quarter were reviewed. The unemployment compensation amount exceeded the amount budgeted. This is due to the dismissal of a full time librarian March 25, 2015. For 2017 the County expects the amount to be $3,345.00. A motion was made by Mrs. Rennicke to accept the financial reports; motion was seconded by Mrs. Guarr. None Opposed.
Mrs. Guarr inquired about a special millage that was designated just for the Marked Tree Library. The County Clerk’s office doesn’t have any knowledge of any election that was held for this. Mrs. Guarr is going to get more information about when the election was held, and who the responsible party that placed it on the ballot.
Mr. Eckert reported that he has addressed the Poinsett County Judge about the proposal to merge with the Jonesboro Library system. He explained that the estimated $50,000.00 State Aid funds received yearly is sufficient enough to provide health insurance to the four full time Poinsett County employees.
Mrs. Hinton has served a partial 10 year term, serving 9 of those years due to being a replacement member. This term ends July 1, 2016. She has been an asset to the Library Board, and will be greatly missed. Her recommendation for replacement is, Dr. Jeannie Glover from Tyronza. Dr. Glover is retiring this year as a math specialist, and serves on the EPC school board.

The meeting was called to order by President Linda Hinton. A motion was made by Mrs. Hunt to accept the May 12, 2016 minutes, seconded by Mrs. Guarr. Motion carried.
The unemployment compensation is 100% reimbursable to the Dept. of Workforce Service for the fiscal year July to June for the total amount of benefits paid out. We have received an itemized statement for the amount that is scheduled to be paid in 2017. The Library Board members request that we get the 2015 and 2016 itemized statements to be placed with the financial records.
Mrs. Hinton’s term has been extended for another year. The request was approved due to the possible merging of the libraries.
The financial reports for the second quarter were reviewed. Mrs. Rennicke made the motion to accept the reports, seconded by Mrs. Hunt. None opposed.
Mrs. Guarr stated that the special millage that was designated for the Marked Tree Library could have been a city millage. She is currently trying to find out some information about this.
Mr. Eckert presented the merging proposal to the Quorum Court meeting July 11, 2016. The Poinsett County Judge asked to give him some time to check with the County Attorneys and also, the Attorney General’s Office to make sure there are no problems with the merge. Due to the possible merge, the current CD, valued at, $31,108.40 includes interest; has been deposited into the regular library account.
The next meeting has been changed to Monday; October, 17, 2016. The meeting will be held at The Poinsett County Library in Harrisburg 4:30 PM.

Mrs. Hinton called the meeting to order at 5:30 P.M. Mrs. Rennicke made the motion to accept the August 11, 2016 minutes, seconded by Ms. Guarr. Motion carried.
Connie Jones and Connie Harper; representing the County Clerk’s Office attended the meeting to explain the excessive amount of unemployment being charged to the library. As of October 12th the library has been billed $7,566.59. The unemployment benefits paid out to Tamala Ingram in 2015 was $5,575.00. Mrs. Harper explained that unemployment compensation is 100% reimbursable to the Dept. of Workforce, basically this means, we pay dollar for dollar on what someone has drawn. She further explained, that if no other library employee draws any benefits, we will be refunded $2,230.00 in January 2017, and if no one continues from that date, the library will be refunded the other amount $3,345.00 in 2018. This includes the advanced payment of $238.41 benefits paid out in 2014, applied on the 2015 budget.
The 3rd quarter reports were reviewed. Ms. Guarr made the motion to accept the financial reports, seconded by, Mrs. Hunt. None opposed.
The Marked Tree and Lepanto rental agreements are up for renewal. This is an annual contract, and can opt out, if funds are not available. Mrs. Hunt made the motion to accept the lease agreements for another year, seconded by Mrs. Guarr. Motion carried.
Due to the fact that the Poinsett Co. Library and Poinsett County have the same tax ID number, we now are required under the Obama Health Cart Act to provide insurance to the full time employees. According to the Health Act there are two ways to be fined, 1. If 95% or less of the employees are not provided Health Insurance; 2. For those employees that go through the exchange for Health coverage. For the 2017 proposed budget these two options should be carefully considered. One, to purchase health insurance at the County’s rate of $17,596.80, or increase the employee’s premium which would decrease the amount needed for budgeting. The other option would be for the Library Board of Trustees, to be responsible for paying the libraries bills, by applying for their own Tax ID number. This EIN number would recognize us as being a different entity than Poinsett County, and according to the IRS four employees would be under the required number that would exempt the library under the Health Care Act.
Mrs. Rennicke made the motion to accept the proposal of applying for the Tax ID; option B on page 18, with the exception of placing the recommended amount of unemployment compensation on line 1011 by the County in the amount of $3,345.00. Since the 2016 year hasn’t had any major expenses, request that the 4 librarians receive a $500.00 bonus at the end of the 2016 year, and another $500.00 bonus, if all goes well at the end of 2017. This motion was seconded by Ms. Guarr. Motion carried.

The meeting was called to order by Vice Chairperson Judy Rennicke. A Motion was made by Mrs. Robbins-Guarr to accept the April 7, 2017 minutes. Dr. Glover seconded the motion. Motion carried.
Mrs. Robbins-Guarr made the motion to elect Mrs. Rennicke as Chairperson of the board, seconded by Dr. Glover. Motion carried. Mrs. Rennicke made the motion to elect Mrs. Robbins-Guarr as Vice Chair, seconded by Dr. Glover. Motion carried.
Financial reports for the second quarter were discussed. Line item 1003: Extra Help is currently below 50%. The salaries from the staff at Weiner are taken from this fund due to both of the employees are part-time substitutes. . The salaries from full time should have excess in the fund at the end of the year since there’s no full time person currently working at the Weiner branch. Dr. Glover made the motion to accept the financial reports. Mrs. Robbins-Guarr seconded. Motion carried.
The State of Arkansas Department of Workforce Service has refunded the library $2,230.00 for overpayments for unemployment payments. The library should receive the remaining refund of $3,345.00 in 2018.
David Eckert explained that the two counties work together with five Poinsett County Library members and seven Crowley’s Ridge Regional Library members. The State Aid amount received provides services such as, programming, computers, supplies, and a courier that runs a daily route to all seven libraries to fill request and deliveries. The agreement between P.C. and CRRL also includes a matching materials budget. If State Aid were to be cut these services would be greatly affected.

Dr. Glover made the motion to accept the final budget proposal that includes the 5% salary increase. Mr. Faulkner seconded the motion. Motion carried.

The Poinsett County Library Board of Trustees met May 10, 2018 at The Poinsett County Library. The special meeting was called due to members of the Quorum Court having requested our attendance at the May 14, 2018 meeting regarding library funds.
Members present: David Eckert, Director Crowley Ridge Regional Library; Dr. Jeanne Glover, Tyronza; Rhonda Davis, Marked Tree; Judy Reinnicke, Weiner; Marolyn Robbins-Guarr, Marked Tree; Bart Faulkner, Harrisburg; and Angie Lacy, Poinsett County Library.
Chairperson, Mrs. Reinnicke called the meeting to order at 5:30PM.
The Quorum Court Justices brought up the possibility of asking the voters to decrease the libraries millage. In the minutes of September 08, 1997 it was documented that when the voters of Poinsett County increased the library’s millage by 1 mill to a total of 1.3 mills, the board decided to attain 1 year’s tax collections to be on hand at the beginning of each fiscal year which begins January 1st. This is called forward funding. At the end of the year, after tax collections the library Board reviews the total, and then adjusts the following year’s budget accordingly to the income collected.
Mr. Eckert informed library members that the mill has to be dedicated at least 0.3% or the library will lose State Aid Funding. Poinsett County Library receives this funding due to Mr. Eckert having a Masters of Library Science Degree.
All members of the Library Board will attend the May 14th meeting to explain the funds invested in the C.D’s.
Dr. Glover made the motion to dedicate the C.D. investments as follows:
$60,000.00 will be dedicated to Building improvements and repairs
$25,000.00 will be dedicated to the Local Historical Preservation Project
$15,000.00 will be dedicated to Early Learning Enhancement Equipment
Mr. Faulkner seconded the motion. Motion carried.
A motion was made by Mrs. Robbins-Guarr requesting the Quorum Court to re-instate the original salary increase of $5262.73 and appropriate an extra $4,000.00 for extra help during the summer programs. Mrs. Reinnicke seconded the motion. Motion carried.
Mr. Eckert will gather statistics to have available for the May 14th meeting.

A report was presented concerning the Marked Tree library branch. A few minor changes have been made to ensure the library is ADA compliant. A complaint has been made about the substitute due to a discrepancy of charges to a patron’s account.
Mrs. Reinnicke called the meeting into Executive Session to follow up on an employee’s performance at 5:47PM.
At 7PM; Mrs. Davis made the motion to dismiss Candace Wong at the Lepanto Branch for lack of sufficient improvement of previous action plan; continuous problem with truthfulness among other issues with library operations. This will be effective 5PM July 27, 2018. Mr. Faulkner seconded the motion. Motion carried.
Dr. Glover made the motion to re-appoint Ms. Robbins-Guarr for another five year term. Mr. Faulkner seconded the motion. Motion carried. This second term will expire July 1, 2023.

Mrs. Robbins-Guarr made the motion to accept the October 19, 2017 minutes. Dr. Glover seconded the motion. Motion carried.
The financial reports were reviewed. A copy of the amended budget from the County was presented. The Quorum Court denied the Poinsett County Library Boards decision to give library employees a raise. Mr. Faulkner is concerned about their role as board members, and not having the financial authority to declare their decision in library matters. Mr. Eckert suggested members of the board to address this issue with the Quorum Court Members. A motion was made by Mr. Faulkner to accept the financial reports. Dr. Glover seconded the motion. Motion carried.
An excess of $145,500.00 is available for investment. Mr. Faulkner made the motion to invest in two cd’s of $70,000.00 and $30,000.00 or one cd in the amount of $100.000.00 if interest rates were better. Mrs. Robbins-Guarr seconded the motion. Motion carried.

The meeting was called back into regular business at 5:40pm. An action plan for improvement will begin on March 15, 2018. The board will review the progress of the improvement on May 14, 2018. After the probation period, a decision of further action will be taken if the improvements are not maintained. The Library Director, David Eckert and the Assistant Director, Morgan Sallee will address the employee with written plans to improve the performance.

The 2019 proposed budget was presented. Ms. Davis-Walker made the motion to accept Option C; which includes a salary increase and added funds to begin the historical project, seconded by Ms. Robbins-Guarr. Motion carried.
Mrs. Davis-Walker requested Mrs. Lacy meet with the County Judges secretary, Tina Price to ask about the legal documentation as to why Quorum Court members dictate Library Board member’s decisions about library funds.
Mr. Eckert gave details about the digital equipment needed to begin the historical preservation project. He suggested inviting Nathan Whitmore to the November 12th meeting to help assist with purchasing the best options for the equipment and give a demonstration of the process. Mr. Eckert will check on the cost of purchasing AWE educational computers and tables for each of the libraries.

Mr. Whitmire gave a demonstration to the members of the board of how the digital book scanner works. The library board of Trustees is considering order this scanner for the purpose of preserving Poinsett County History. $25,000.00 has been added to the 2019 budget for the project.
A special meeting was called for the purpose of discussing the Marked Tree and Lepanto rental agreements for 2019. Mrs. Rennicke called the meeting in session. Ms. Marolyn Robbins Guarr made the motion to renew the agreement seconded by Ms. Davis-Walker. Motion carried. Meeting dismissed.

February 11, 2019
The Poinsett County Library Board of Trustees met Monday, February 11, 2019 at the Jonesboro Public Library. Attending the meeting were David Eckert, Director Crowley Ridge Regional Library; President Judy Rennicke, Weiner; Marolyn Robbins-Guarr, Marked Tree; Dr. Jeanne Glover, Tyronza; and Angie Lacy, Poinsett County Library.
Mrs. Rennicke, Chair of the board called the meeting to order at 4:10PM. Dr. Glover made the motion to accept the October 2018 minutes, seconded by Ms. Robbins-Guarr. Motion carried. A motion was made by Ms. Robbins-Guarr to accept the November 2018 called minutes. Dr. Glover seconded the motion. Motion carried.
Library Board Member, Bart Faulkner has resigned his position due to his work. Ms. Robbins-Guarr made the motion to accept his resignation, Dr. Glover seconded the motion. Motion carried. A motion was made by Ms. Robbins-Guarr to request, Johnita Faulkner, to serve the remaining term of 5 years ending July 1, 2020. Dr. Glover seconded the motion. Motion carried.
The end of the year financials were reviewed. The full time and extra help exceeded the 2018 budget amounts. This is due to paying out Candace Wong’s remaining accumulated vacation and comp time, as well as substitutes filling in at the Goldsby Public Library in Lepanto until a full time person was hired. Interest rates increased from .3% to 1.25%. Ms. Robbins-Guarr made the motion to accept the financial reports, seconded by Dr. Glover. Motion carried.
Dr. Glover made the motion to purchase the digital book scanner, demonstrated by Nathan Whitmire at the last meeting, and purchase the AWE children’s computer for each of the branches. Ms. Robbins-Guarr seconded the motion. Motion carried.
The employee at the Goldsby Public Library-Lepanto closed the library to the public because of raccoons getting in through the ceiling. Mrs. Lacy received information after the library had been closed for two weeks. Since the librarian didn’t notify anyone about the decision to close, Dr. Glover made the motion to give her a 30 day improvement plan; Ms. Robbins-Guarr seconded the motion. This date will begin when the employee returns to the Lepanto Library. Mr. Eckert will help Mrs. Lacy to write up an action plan for this, and other duties that she needs to improve.

The Poinsett County Library board of Trustees met February 22, 2019 at the Poinsett County Library in Harrisburg for a special meeting. Attending were: Marilyn Robbins Guarr, Marked Tree; Judy Rennicke, Weiner; Dr. Jeanne Glover, Tyronza; David Eckert, Director; and Angie Lacy, Poinsett County Library.
Mrs. Rennicke called the meeting to order at 4:30PM.
The meeting went into executive session to discuss an employee’s job performance.
Ms. Robbins-Guarr made the motion to exit executive session and return to regular meeting.
Dr. Glover seconded the motion. Motion carried.
Dr. Glover made the motion to terminate Amanda Cochran from the Lepanto branch due to the lack of job performance and absenteeism. Ms. Robbins-Guarr seconded the motion. None opposed.

The Poinsett County Library board of Trustees met March 7, 2019 at the Poinsett County Library in Harrisburg for a special meeting. Attending were: Marilyn Robbins Guarr, Marked Tree; Judy Rennicke, Weiner; Rhonda Davis, Marked Tree; and Angie Lacy, Poinsett County Library.
Mrs. Rennicke called the meeting to order at 2pm. Ms. Davis-Walker made the motion to hire employee, Amy Ford as the new branch librarian at Lepanto. Mrs. Ford is currently a part-time employee at Marked Tree Library since 2016. Ms. Robbins-Guarr seconded the motion. Motion carried.
Ms. Davis-Walker asked Angie if she would update her current job description and was reminded to send notification to the newspaper of upcoming library board meetings.

May 13, 2019
The Poinsett County Library Board of Trustees met, Monday May 13, 2019 for a regular business meeting at the Jonesboro Public Library. Attending the meeting; David Eckert, Director Crowley Ridge Regional Library; Marolyn Robbins-Guarr, Marked Tree; Johnita Faulkner, Harrisburg; Judy Rennicke, Weiner; Dr. Jeanne Glover, Tyronza; Tonya Ryals, Assistant Director; and Angie Lacy, P.C.L.
President Judy Renicke called the meeting to order at 4:00PM. The February 11, 2019, February 22, 2019, and March 7, 2019 minutes were reviewed. Ms. Faulkner made them motion to accept the minutes. Mrs. Robbins-Guarr seconded the motion. Motion carried.
The first quarter financials were reviewed. Ms. Faulkner stated the phone and internet funds seem to be high for the four libraries. Mrs. Lacy stated she has called Ritter asking if the statements could be lowered. Ms. Robbins-Guarr plans to check with Ritter about getting Marked Tree and Lepanto lines donated. Mrs. Lacy reported that the current CD’s have received a higher interest rate and will mature April 20, 2020. Mrs. Rennicke stated that she would like the Board of Trustees to look over the Bi-laws and write an amendment stating that voting by email for minor decisions would be accepted for items that need to be approved quickly without calling the board for a special meeting. Dr. Glover made the motion to accept the financials, seconded by Ms. Faulkner. Motion carried.
There were questions about Ms. Lacy’s job description, as to who she reports to as her supervisor. Ms. Lacy will call the Board of Trustees for a special meeting to discuss this and the branch librarian’s job description.
Ms. Robbins-Guarr and Ms. Tonya stated that the new Lepanto Librarian; Amy Ford is doing an excellent job.
Ms. Tonya asked the board to review over the existing building use policy and make notes of changes they would like to make to the current policy. This will discussed as well as discussion of job descriptions during the called meeting, soon.
The scanner has been delivered and is ready for use. Mr. Eckert will call ASU about interns to work on some of the historical documents that need to be preserved. The cost of the scanner went over the budgeted amount of $1,484.87 due to Arkansas sales tax added to the cost. Dr. Glover made the motion to appropriate $1,484.87 to the library budget line #4004. Ms. Faulkner seconded the motion. Motion carried.

Called Meeting
The Poinsett County Library Board of Trustees met May 30, 2019 at the Poinsett County Library in Harrisburg for a special meeting to discuss the building use policy, job descriptions, by-laws, and to discuss extra help with the historical project. Attending were: Marolyn Robbins Guarr, Marked Tree; Judy Rennicke, Weiner; Dr. Jeanne Glover, Tyronza; Tonya Ryals, Assistant Director; Angie Lacy, PCL; and Rhonda Davis-Walker via phone.
Mrs. Rennicke called the meeting to order. Mrs. Ryals the Assistant Director provided the board with a copy of the Building Use Policy draft. Ms. Faulkner suggested adding to the Harrisburg Building Use section: “The Harrisburg library will provide use of the meeting room to individual groups during library hours”. Ms. Robbins-Guarr suggested removing the paragraph about use of the tables and chairs since this is not a service to the public. The board was advised by Ms. Rhonda-Davis-Walker to remove the section pertaining to personal injury, and, property damage liability. Dr. Glover made the motion to accept the Building Use Policy with the corrections listed, Ms. Robbins-Guarr seconded the motion. Motion carried.
Mrs. Lacy’s job description was reviewed by the Poinsett County Library Board of Trustees. Members present agreed that Mrs. Lacy is to report directly to the Poinsett County Library Board as her supervisor. In the supervision section of job description, will be added: Any issues with job performances of the Branch Librarians should be reported to the Poinsett County Library Board by the Administrative Librarian, Mrs. Lacy. Ms. Faulkner made the motion to accept the job description with the corrections. Dr. Glover seconded the motion. Motion carried.
The Branch Librarian’s Job Description was reviewed. Dr. Glover made the motion to accept the branch librarian’s job description by adding: Branch librarians are to report to the Administrative Librarian, Mrs. Lacy. Ms. Faulkner seconded the motion. Motion carried.
Mr. Eckert wasn’t present to discuss the extra help with the scanning of the historical documents.
The Bi-Laws were tabled at this time.
